Penalties
Any vehicle owner who DOES NOT MAINTAIN some form of financial responsibility and any driver who knowlingly operates an uninsured vehicle may:
  • Risk loss of driver's license and/or vehicle plate registration for 60 days for the first offense, 1 year for the second offense, and 2 years for additional offenses.
  • Required to pay reinstatement fees of $200 for the first offense, $400 for the second offense, and $800 for additional offenses.
  • Required to pay a $25 penalty for each month or portion of a month that his or her driver's license and/or vehicle plates are not surrendered to the Driver's License Bureau, up to a maximum of $300.
  • Required to maintain special proof of insurance ("high-risk" insurance) with the Driver's License Bureau for 3 years after the period of suspension has elapsed. If this proof is not maintained, the driver's license and/or motor vehicle license plates will be resuspended until the proof of financial responsibvility is refiled or until the end of the three year suspension period. If the driver's license is resuspennded, an additional $20 reinstatement fee is required.
  • Be fined $500 or sent to prison for up to 6 months if stopped when driving while suspended for not having insurance.

Financial Responsibility/Insurance Card and Signature Required (effective January 1, 1998)

When registering your motor vehicle, you must:

--Present an insurance card (a copy is acceptable) or other acceptable proof of financial responsibility.

--Sign the affadavit on the front of the registration application that indicates you have and will maintain financial responsibility on vehicle during the period of registration.

You Must Have Insurance
In the State of Missouri.
In Missouri it is illegal to drive a motor vehicle without insurance or other financial responsibility. A driver is required by law to show proof of nsurance upon demand by a police officer.

What is Mandatory Financial Responsibility?
Financial responsibility is being held responsible for your portion of the liability for property damage and personal injury losses resulting from a motor vehicle accident.

Missouri's Mandatory Financial Responsibility law requires that all motor vehicle owners maintain some form of financial responsibility. This may be done in any of the following ways:
  • Insurance Policy showing automobile liability insurance of at least $25,000 bodily injury or death of one person, $50,000 bodily injury or death of two or more persons and $10,000 property damage.
  • Certificate of Self-insurance issued by the Drivers License Bureau. These certificates may be approved for persons or companies that own more than 25 vehicles and provide evidence that they are financially able to pay for any accident judgement against them.
  • Surety Bond or Real Estate Bond filed with the Drivers License Bureau. A surety bond must be in an amount of at least $60,000. A real estate bond must be at least $120,000 and approved by the Circuit Court Judge in the county where the real estate is located.
  • Cash or Negotiable Securities in the amount of at least $60,000 filed with the state treasurer.
